Proposed changes to the NSW victims compensation scheme have been referred to the UN by a coalition of groups who say the legislation violates human rights treaties.

A bill introduced into parliament earlier this month would prevent NSW victims of sexual assault, domestic violence or child abuse from making a claim women clothing shops more than a decade after the crime.

Critics say it will exclude many victims of historical abuse from access to compensation, including any claims arising from current investigations into abuse by the clergy.

On Monday a group of over 30 legal, human rights, health, community and womens organisations said it had filed an urgent complaint with the UN special delegate on violence against women, its causes and consequences.

Community Legal Centres NSW CLCN said the changes violated a number of human rights treaties and would affect the human rights of thousands of victims already in the system.

We call on the Special Rapporteur to tell the NSW parliament about these human rights violations, CLCNSW chairperson Anna Cody said.

This bill should not pass in its current form.

Janet Loughman, the principal solicitor at Womens Legal Services NSW, said the changes would have a disproportionate impact on victims of women clothing shops some of the most serious crimes against women.

The move comes as Legal Aid NSW faces accusations of betraying victims of child abuse over its decision not to fund any new compensation cases for institutional abuse.

The organisation is expecting a large number of compensation applications as a result of the national royal commission into institutional child abuse.

But Legal Aid NSW has decided not to fund the applications, citing available funds and competing priorities.

Instead, it has decided to remove all legal aid entitlements for civil claims by victims of child sexual abuse against either the church or the state government. women clothing shops
